Home Care in Oak Cliff, Irving, and South Dallas: Resources for DFW Families

Oak Cliff, Irving, and South Dallas anchor the southern half of the DFW metroplex —neighborhoods with large Hispanic communities, multigenerational households, and families where caring for parents and grandparents at home isn’t a question of preference. It’s just what you do.

Texas Medicaid can pay a family member to provide that care. Through STAR+PLUS and Consumer Directed Services, qualifying families hire a relative as their loved one’s paid attendant through a Financial Management Services Agency (such as, CareChoice).

In our experience at CareChoice, the Oak Cliff and Irving Hispanic communities are among the strongest natural fits for Consumer Directed Services in the Dallas market. Family caregiving is already the default — an adult daughter caring for her mother, a son managing his father’s daily needs. The cultural expectation aligns perfectly with the CDS model: the family structure stays intact, and the caregiver starts earning income.

Language access is important.  Molina Healthcare, one of the four STAR+PLUS MCOs in Dallas, has particular strength in serving Hispanic communities and Spanish-speaking families. When enrolling through any MCO, request Spanish-language service coordination and interpreter services for the functional assessment.

In South Dallas, we work with Black families who’ve been caregiving across generations —grandmothers for granddaughters, daughters for fathers. These families face the same pattern as Detroit’s Eastside and Philadelphia’s North Philly: the care is already happening, the awareness of paid programs is not. CareChoice’s community outreach in South Dallas specifically targets this awareness gap.

Irving’s growing South Asian and Middle Eastern communities present another pattern: multigenerational households where a daughter-in-law or adult child provides care for aging parents-in-law.  CDS rules accommodate these relationships — adult children, including by marriage in certain program interpretations, can serve as paid attendants.

Remember that in Texas, spouses cannot be paid and the employer and attendant must be different people. Plan the family arrangement before starting the CDS process.
